He entered the United States without authorization through San Luis, Arizona [3], and later traveled to Massachusetts.

He was found in Fall River. ICE Boston also arrested Alexandre Romao De Oliveira, another Brazilian national, in Methuen just weeks earlier [2]. De Oliveira had received a 14-year sentence for child rape in Brazil before leaving the country [2].

Acting Field Office Director Patricia H. Hyde of ERO Boston stated, “Alexandre Romao De Oliveira is a convicted child rapist who fled his home country to evade justice” [2]. Such international criminals see America as a safe place because sanctuary policies protect them from deportation. (Hausman, 2020)

Andre Tiago Lucas, a Brazilian national convicted of child rape, was found working at a Massachusetts daycare while avoiding a nine-year prison term in Brazil [2].

Brazilian fugitives keep appearing. ERO Boston caught another one who refused to serve time after an October 31, 2023, rape conviction [3]. He faces over 10 years in prison upon return to Brazil [3]. Until his July 31 arrest, this criminal lived freely in Fall River [3].

Lam, aged 18, and an accomplice broke into the Nhor family home in Lynn on February 3, 1991 [2]. They wore masks and carried guns. The house held Soth Nhor (46), Cheang Ley Nhor (41), and their six children [2]. The criminals attempted robbery [2].

A struggle broke out when Mr. Nhor defended his daughter [2]. Someone fired a shot that wounded Mr. Nhor and killed Mrs. Nhor [2]. Six children lost their mother that day.

Essex Superior Court found Lam guilty of murder in the first degree on May 13, 1993, giving him life without parole [2]. The jury also convicted him of two counts of robbery and one count of armed assault in a dwelling [2]. He received another life sentence to run concurrently [2].

The Massachusetts courts later changed his sentence. The Supreme Judicial Court’s ruling in Commonwealth v. Mattis [2] made Lam eligible for parole. The court decided that life sentences without parole for offenders aged 18-20 violated the Constitution [2]. His first-degree murder conviction was changed to life with parole possibility after 15 years [2].
